Insulating an old house.

I have read many questions and responses. My question is this cellulose process easy to accomplished without hiring a professional?

How much would it cost?

I also have another question. The floors of my old house is very cold especially the kitchen, living room and dining room. I have carpeting in both the living and dining room but regular floor tile on my kitchen. Is there a way to insulate the floors or heat it up? I was thinking of insulating the basement ceiling below these rooms. Is that a good idea?
