insulating an old house

I have recently purchased a house and am interested in finding out some info on insulating it. The house was built in 1900 and is quite drafty. the exterior is wood, clapboard on the first floor and shingle on the second and third. There is no insulation between the framing and the interior wall. I heard about blowing in cellulose thru one inch holes and am wondering about the technique and approximate cost. The house is located in New York City. Thanks for any help or advice you might be able to give.
