Insulating a crawl space

A home inspector recommended insulation my crawl space in the following manner:
1) Lay down palstic on the earth extending it up the walls.
2) Spread river rock on the plastic which will help catch any condensation which excapes the plastic
3) Plug up the outside vents.
4) Tack up some insulation around the walls and bottom of the floor.

My question then is how valid of a procedure is this and is he leaving anything out?
