insulating a catheral ceiling in manufactured home

We own a 24 x 70 double wide and when installing ceiling fans I discovered that there is very little blown in insulation over the ceiling even tho it was supposed to have an R-38. Some of the places where I could reach all I could feel is the bottom of the drywall and other place I could feel about 2". Would it do any harm to fill the whole cavity with blown-in material? The roof goes from 8" at the side walls to 15" by the marriage wall. I could remove the roof vent jacks and stuff the hose in there and hopefully blow the insulation where I need it as from the roof jack to the drip edge of the roof there is about 14' but I think the hose could strech that far, any advise on doing such a thing? When water is dripping off the roof when it is 20 degrees outside tells me I need to put a hat on this house to keep the heat in, right?
