insulating a basement

I'm remodeling my basement, I have 2 questions.
1st. I'm planning on framing it with 2x4's, what sort of insulation should I use? do i turn the 2x4s side ways and use the foam? or do I place
the 2x4s regular and put in roll insulation. do
i only need to insulate the part of the walls that are under ground or all walls?
2nd. there was hot water basseboard, I pulled them out and capped it off, I also have a fire place which I'm going to put a gas vented unit in, with having the gas fireplace in the basement do i still need to have to baseborad heat? Thank YOu
