Insulate walls Heritage building

We have a 1931 historically significant building
located on one of our childrens camps, and we want to
upgrade the building without causing any damage to the
exterior envelope. My enquiry specifically is this:
Since there is no building paper barrier between studs
and exterior siding, is it possible to insulate the
exterior walls without removing the siding? If so how
and with what.
Important Note: Camp located on West Coast,British
Columbia Canada. Coastal Rainforest can get very wet
certain times of the year.
Would appreciate any help/advice.
