Installing parquet over damp concrete

We recently had our wood floors ripped out due to a water leak. The underlayment was asbestos tile with linoleum on top of that. Calcium Chloride testing gives us an average of 7pds per sf.(This test may not have been done accurately) We want to put our Bruce Parquet back in, but how to do it without future problems? We live in San Diego, a very temperate, dry climate. The slab is covered with black mastic. We plan to put down Deco-Rez, but do we have to sand the slab first? What are our options to further protect the floor from moisture? My children keep asking when we are going to get our floor back, I would appreciate any advice. Thank you!
