Installing ledger board

I live in the midwest and am planning on replacing my deck. The siding on the house is what I call hardboard or pressed board. The sheets are 4 by 8 and seem to be in fairly good shape. This type of siding has a problem with absorbing water and swelling up if it isn't kept paited.
My question is if I should just attach the decks ledger board by lag bolting it to the rim joist thruogh the siding or if should cut away the siding before attaching? Behind the siding is what I call either blackjack or beaver board. Do I need to remove this as well? Should the metal flashing be installed ontop of the ledger board or the decking? Do you need to put a vapor bairior between the ledger board and what you are attaching it to?
What are the advantages to cutting away the siding other than it would be possible to replace the siding without having to remove the deck from the house?
