inner working of my sump pump

We have a sump pump which is no older than a couple of years old. The pump is connected to thr discharge line ok. Now the float mechanism isabout 12 inches in lenght with the float attached to it. My problem is the float wont activate unless I physically hold it upward. I cant just let it float in the water to start the motor. The motor runs great but when the float is activated by myself I see water being discharged from the motor itself. Is this normal. How can I reposition the float it doesnt want to cooperate just by leaving in the horizontal position. Need Help . Larry
