Infiltration around windows

You have high quality windows but it sounds like they were set in the rough frame and no one bothered to insulate between the frame and window. You may need to remove the interior trim to see if there is a gap where you can get a non-expanding or minimum expanding foam injected. That should solve the problem. Note, do not get high expansion foam or windows may not operate properly.
