Inefficent Hot Water heater

It's hard to tell, but I think my hot water heater is not heating as effecently as it used to. It was put in 11/92, and I have no memory of a second shower soon after the first being cold. (however I've been living alone for a number of years, thankfully no more) I have tried draining the tank, no noticeable 'crud' came out.
Is it just that it's winter (in L.A., so not very cold) and so the incoming water is a bit colder, and hot showers a bit hotter? Or are there things that will make a hot water heater work less efficently? Can those things be corrected? Like cleaning the burners or somesuch?
