Indoor humidity

We moved into a split-level house about 3 1/2 months ago. We really like our house, but suspect that the two bedrooms on the 1st(lowest) level have a high level of humidity. As we live in the Pacific north-west and our house gets a lot of shade, these two rooms are noticeably cooler than the rest of the house. I don't know if it is my imagination, but paper left in these rooms seems to feel a bit softer, as if due to humidity. As we use one of these rooms as a library, we're concerned that our books will be damaged over the long run. Can we buy/borrow some sort of gadget that will measure the humidity in these rooms and tell us if the level is normal? Has anybody else experienced a similar problem?
