A cold air return at the furnace, near the floor, right in the cold air return plenum is standard procedure. Getting the cold air off of the floor in the winter will go a long way towards improving your basement heating.
With older furnaces, there may have been a concern with recirculation of combustion gases, but with the new high efficiency furnaces the combustion chambers are vented to the outside.
But, just as a precaution, I would check with your local building inspector.
