If the glue has any thickness to it.

I would sand and scrape the heck out of it untill all traces of glue are gone. Or at least level or below the surface of the rest of the wall

Then use a skim coat to repair any damage to the drywall.

Then before repainting, spot prime with 2 coats of a sealer like Kilz. This will prevent any bleed through if there are traces of glue left on the wall.

Then paint.
