The garage, I would also put up 6mil plastic over the insulation before you put up the beadboard.
Otherwise, as long as the beadboard isn't the real thin stuff (like 1/4 inch) I would put it up right over the insulation. If it is the real thin stuff, then put up dry wall first, but like Gordon says, there is no need to tape the joints.
