If The Power Has Been Shut Off....

Turn on the power to the unit about 5 to 10 hours before turning the unit on. Some units have a small heater in them to warm them prior to use.
Then turn the unit on for 5 seconds and shut it off. Let it set for 10 minutes and turn it back on for good. This is a conservative approach, and most units you can just turn on.
One other thing, its a good idea to inspect the outside condenser for dead annimals, nests, etc prior to starting. Also, if you have a winter cover on your condensor, be sure to remove it first!
