You can drive new #10 twist shank nails through the carpet and pad. Use a nail set to get them completely through the carpet and pad. To locate the joists, drive a nail from below from a known location and use that as a reference to locate the rest of the joists. (make sure nobody is standing upstairs when you drive the nail up. I have also used a good studfinder to locate the joists through carpeting, but it is not as reliable.
If the floors are not carpeted, let us know, there are some other solutions.
