Just to be safe, I always start fresh. For me this means making very sure that you have washed all the wallpaper paste residue off the walls and re-prime with a high quality primer like kilz. In the end, it is better to be safe than sorry. I would rather take the time to put on decent primer than risk it and be left with a mess. Just my $0.02
