Just don't use tar on the inside(been there, done that, made that mess). It is a surface sealer/covering/repellant but tar on the inside will not stop water under pressure coming through a crack from the outside very well. Put tar on the outside (where you won't step in it or get it on you) after you have dug it out and used something else to fix the crack from both sides if you can. A concrete crack filler or some type of silicone caulk may be in order.
