Seriously, though. I have no suggestions as to what's wrong, I'll leave that to Bob. I do have a suggestion as to how to keep from being ripped off. Ask your friends who they have used in the past. All electricians are required to be licenced and insured. Get a licence # and references and take the time to confirm them.

If all else fails; in CT, we have a business called "The Home Store" whose whole business is connecting homeowners with needed contractors. The guarentee the work and the price. Though they can be a bit more pricey than a private contractor.
