If your wall is peeling:

If so, and you want to get a smooth effect, you need to peel off what is loose. Next, coat the wall with shellac. This process will pull everything tight against the wall. By removing the loose paper and cloth, it won't have humps in the wall. Next, prime the wall with a good primer; then, put a texture coat of plaster on
the wall. You can even it out smoothly, or you can have a rough design. And finally, you can paint the dried textured walls any color
you desire.
