If you insulate the roof you'll have a hard time keeping blown in insulation in place. It's a bigger area. If you do insulate the roof instead of the ceiling you'll need to provide an air circulation path from the eaves to the roof ridge.
My $.02, as long as you have access to the attic space (Usually a Code Requirement) I'd use fiberglass between the joists, vapor barrier side down towards the interior. I think fiberglass is much better in the long run than blown in cellulose. as long as you have access to the space
