what you are experiencing is a phenomenon called "spalling" where water in the concrete freezes and expands, breaking the concrete. This, of course, allows MORE water into the concrete, where it freezes and expands, breaking the concrete. This, of course, allows MORE water into.....

I would love to say you could sprinkle magic fairy dust on the surface and presto, but unfortunately, that is not to be. Without being able to see the extent of the damage, I can't really say that there is anything you can do besides tearing it out. Fortunately, flatwork is not that expensive, and you and some friends could do the tearout yourselves with an electric 60# hammer and some pry bars.

Put out for bids with your local concrete contractors, be prepared for a wait though, this is the busy season.

Good luck to you, and don't put that calcium stuff on there anymore...
