You've given a textbook perfect description of an old layer of calcimine paint and the adhesion problems it causes. You need to scrape/wash/clean off as much of the calcimine as possible, then seal it with a specialized primer called a calcimine recoater. Benjamin Moore makes a good one called Moorcraft super spec alkyd calcimine recoater. Talk to your dealer.
