get a wide blade wood chisel that you do not plan to use again and work in small areas and remove that stuff. It has to go away.

There are chemicals, but in your enclosed small area, it would be very dangerous.

Sanding will not work at all, it gums up too fast and will just make things worse.

You need to scrape it off.
