The root killer is more designed to kill roots in sewers, etc. It is usually copper sulfate.
I would think what you want to use is a vegetation killer such as 2-4-D on the leaves of the sprouts. This would be carried to the root system and kill it off. It may take several treatments, and be careful that any overspray onto lawn or desireable plants is washed off imeadiately.
