with or without understanding, I would achieve the decks to match up and eliminate as many "unmatched" levels as possible.

Have you considered, getting a 2x6 or a 2x8 and affixing it to the transitional line and beveling or ramping it to make the 3" difference less of a trip hazard?

Pt wood is difficult to do this with, but if the angle is not too sharp the wood will do this for you.

I realize that this is way too late, but I would have never built this new deck a different level with the existing deck unless it was an actual step size difference where you could have installed those low volt built in riser deck lights to show the step difference for safety sake.
