I wouldn't attach the ledger to the foundation. This 'step' is usually reserved where the deck would sway, say, if it was a 2nd story deck.

Sink and cement your posts on gravel BELOW the frost line and let it sand freely. Account for drainage 'around' the posts. DON'T cut the posts until you've got your joists in place. Use 2 sets of bolts for attaching, and you're on your way!

Now's a good time to install any additional outlets and spiggots before the deck goes up. Again, don't 'finish' anything until the need arises. My best to ya and hope this helps.
