Before they put the paper up, if done properly was sized(a type of primer for wallpaper), even if it was not it would be more work to take it off than to re-texture. I would repair any imperfections with drywall mud, lightly sand the entire walls, with a broom knock off any dust and re-texture, prime and paint using a quality paint from a pro paint store.

You may want to hire a mudman or a painter to do the texture, depending on what type of texture and your experience with texturing.
