The reason the decks cracked in the first place was either because a. the ground was not packed every 12 inches on back-fill, or b. the decks are attatched to the house entirely and the house settled. Either way, the builder should have taken these factors into consideration before even beginning the pour for the decks. This may be their responsibility to repair.

If you do choose to fix it yourself, hydraulic cement is probably the best way to go, it is extremely strong and is used to fill cracks in foundations, keeping water out and matches pretty good.
