How important is foundation settling?

I'm about to buy a block home manufactured in 1980. Upon inspection, it was discovered that there is a very slight slope in the north bedrooms, shown by a ball bearing on the wood floor, and door reveals and very slight door rubs on the upper corner of the bedroom doors.

The inspector's assessment (he was not a structural engineer) was that the settling is most likely due to water that would not drain from the flower bed in front and patio area in rear. (drainage seems to go TO the house, rather than away) and that if I build up the drainage, that further settling is probably not likely. Note that the exterior walls and roof do not exhibit signs of settling, and while the amount has not been measured yet, it is very small (1/8 - 1/4" maybe?) We do not know when the settling occurred--it could have been 15 years ago for all we know.

Is this something I should be worried about? Any advice is appreciated.
