My wife painted our paneling as a temporary fix and we still have it 5 years later. She used good quality paint and applied 2 coats using a brush not a roller. It was an off white and was only 1 out of 4 walls in the room. She did not sand it but cleaned it well. It has stood the test of time and has not chipped or peeled. You might try this.
