Hot water to my toilet

I need help.

I just bought a home that has a guest house and it has a plumbing problem.

1) I have hot water going to my toilet.
20 When I turn the hot water off to the guest house of course it doesn't fill. You would think, but, when I turn on my cold water faucet the toilet slowly fills with cold water. Also, when I turn off the hot water the hot water my shower will not come on, not even the cold. Unless that is until I turn on my sink cold water and then the shower cold water slowly comes on.

I contacted a plumber and I was informed that the only problem was that my toilet was connected to my hot water line and they would have to tear out my wall and connect it properly to the cold water line. My house was built in 1978 and I find it hard to believe that for all those years they had this problem and didn't get it fixed. Of course they might just have been as confused as I am. Is it possible that my shower faucet could possibly be bad or installed wrong??
