hot water radiant heat

I want to put forced hot water radiant heat in a new addition in the basement and first floor. Should I insulate under the basement floor. I want to put the water tubs in gybcrete. Do I need a cement floor in the basement or can I build a pressure treated subfloor with solid insulation?
