Hot water heater on a timer - saving energy or not?

Does it use less energy to put my electric hot water heater on a timer and have it turn off and on as needed? I think so.

Some people say that it takes less energy to simply maintain the water at the same temperature 24/7 instead of turning the heater off when Im asleep, at work, etc.

Whos correct?
