Hot on first floor/ cold on second.

This our first winter in this house.
We are heating with wood, a Lopi insert in the great room on the first floor,
also open to the kitchen.
I thought the heat would travel up the stairwell, but its not, its cold on the second floor.
I tried running the gas furnace in fan only mode to
circulate the air, but this actually made the second floor colder.
I know that there is insulatiuon between the floors.

Why would running the fan make it colder on the second floor?
