Hole in ribbon is FINE, no problemo...

There is no problem with drilling through the ribbon, or "band" joist, just so long as you have no "point loads" above it, like a major structural post. Everything is in compression, unlike a suspended joist that has compression on the top and tension on the bottom, it's completely different. It is a standard detail to put dryer vents (or downdraft stove vents) out through the band joist. I've done it 50+ times and never thought twice about it, or had an inspector mention anything about it.
