To see if the regulator is working ,Check the water pressure in front of the regulator, then check it after the regulator. If the pressure is the same "front and back" then its not regulating and should be replaced. Or clean out the strainer at the regulator. Try adjusting the regulator and then see if the water pressure changes.
last but not least mostly everything that shuts off water has a washer to close off the water and it might be loose. Check the main water shut off valve, open it up and see if it has a washer in it and if it does is it loose or bad. Make sure the shut off valve is turned on all the way. If you find out more let us know.
