The ground side should always be down. The reason has to do with the plug loosening and falling out. With the ground side down, the ground will be the last to come out instead of the first, which would leave your equipment unprotected as far as grounding goes.
I have never in my life seen a plate come loose and fall on the plug, but I can't count how many times I've seen plugs hanging 1/2 way out of receptcals.
