With all due respect, the radiant barrier will work quiet well in a joist situation, where there is an air gap at the reflective layer. However, putting a reflective layer under a slab will do almost nothing, as the heat is being conducted away at that point. You are right, Bob needs insulation under his slab, but it would do little if any good to put a reflective layer under the slab.
