Don't do it!
This stuff will entrap water and moisture in the stucco causing the substrates to rot, wooden handrails or other attachments to rot and is just the wrong way to do it.
What is the problem with your stucco? Why would someone tell you to use this jusnk on your stucco? Is it a color problem?
If the stucco is in good shape (and even if it isn't) you can still repair it without going through all the hassle of doing it the wrong way.
It is the color you can do a "re-scrub", wherein the plasterer will re-stucco the house in a different color. Right over the old stucco.
If you want to keep the color you can give it a "fog-coat", wherein the plasterer gives the stucco a spray of fogging material (lime, cement and pigmentation).
