the one way screws that go in with a flat screwdriver, but won't come out that way because the other direction is beveled (these are typically used to secure license plates from thiefs)? Then what typically works (if the head is exposed), is a vise-grip. Preferably a needle nose vise-grip works the best. Just lock around the exposed head of the screw and turn it out like you would a bolt with a wrench.
