HELP--Storm windows painted shut, how to open?

My house is 100 yrs old and someone in the throes of home improvement ecstasy decided to install storm windows and screens after wet paint had been applied to them! Needless to say they will not open.

I have tried banging with a hammer and a chisel on the cracks around the windows to no avail. The bottom edge is loose but the edges in the tracks is not. Needless to say the windows are not double hung (they're original) so I can't get a good angle on the top at all.

These storm windows are old and made of all metal, not easy to open in the best of circumstances. I thought of using stripper, but am not sure about the time commitment and whether it will even work. HELP! I am suffocating in this hot house!! :)
