Help...I can't fix my toilet

I have a strange toilet. It does not have the typical ball and chain, but rather has a plasic stick that seems to be permanent coming up in the back of the tank. The toilet runs constantly unless I turn off the knob underneath. When you flush it, it lifts up this plunger-looking thing, which can come off. At the bottom, there's a rubber ring. I looked at WalMart for a replacement kit and couldn't find one. I bought a ball and chain part thinking it would work but it didn't. Any suggestions? Can I buy a part to fix the problem or do I need to call a plumber? I'm worried that there may be some internal problem, but it was flushing fine until a couple days ago. Thanks
