Heating a basement

We are thinking of finishing our basement. Our house is a two story. We had two different heating/cooling companies come look at the basement. One said the furnance should be adequate and that we just need to run a few ducts in the basement rooms we were going to finish. The other company said the only way to keep a basement warm was to add a second furnace that would handle the basement alone, or to put a fireplace down there. What is best? We would like to keep costs down, but want the area warm and comfortable in the winter.
