Unless you can change the laws of physics, heat rises and the top floow will be warmer than the lower floors in the summer.

There are several methods to moderate this by circulating the air between floors.

If the top floor is cold in the winter that it either doesn.t have enough insulation and/or air circulation to it.

Their are many solution. New ducts, supplemental heating & cooling, live in the basement,
