Heat Pump performance

We Just finished building our new home and moved in 4 mths ago. We were convinced that a heat pump was the way to go, so we had one put in while building. It has a electric heat back-up. We wanted to stay away from high propane costs and consistant filling of the tank. My problem is: We knew going into this heat pump install, that it would not put out hot air like the gas furnace would. What we did'nt expect, was 45 to 50 minutes of cycle time and 20 min. of that is air condition cold air. The rest is of course luke warm air. This week, the house never reaches over 64 f. With the colder outside temps,it almost never shuts down. House sq. ft. is 3,000 and it is very well insulated! It is a 10 seer (if seer makes a dif ). Any ideas or suggestions?
