Heat pump outside unit shut down when temperature drops

I have a split unit heat pump. The outside unit completely shuts down and the fan does not run when the outside temperature reaches below about 50 degrees. The inside air handler continues to run and cycle with the heat strips.
When the outside temperature is warm the outside unit runs and seems to work,cycle, and heat properly. A service tech filled freon and replace a relay in the inside air handler, which has not fixed the problem. Any suggestions Please?
