Heat pumps are efficient but they do not offer much in terms of temperature rise. The period you talk about that the A/C runs is called the defrost cycle, and during that period the electric heat strips should kick in to add heat while it defrosts. You may have an under charged system, or under sized, the heat strips may not be properly wired, or there may be some other problem. Best thing to do is hire a different service company than the one who installed it and ask them to diagnose your system.
