Hearth repair

Hey guys...I'm redoing my hearth, which is currently sloped away from the fireplace, and tiled. I am removing the tiles, and building an oak border around the hearth area, in which I intend to build up the new hearth (with new tiles). My question is: in order to build up and level the hearth, should I put down a thin (no more than an inch) layer of cement, or simply use grout to "fill in" and level within the hearth border (which is about an inch and a half off the floor)?
